7 500 low cost houses
Mpofana Local Municipality has appointed ETL (Pty) LTD as the Professional and Technical service provider for the Turnkey development on and behalf of the Mpofana Municpality in respect of addressing its Housing backlog of 7 500 low cost housing project.
Mpofana Local Municipality is an administrative area in the UMgungundlovu District of KwaZulu-Natal in South Africa
The study area is located approximately 40km west of Pietermaritzburg. It is bounded by three municipalities: uMngeni in the south, uMshwathi in the east, and Impendle in the west. The municipality benefits from its strategic position as it has easy access to rail, KZN provincial roads and the N3 National Road. Almost 50% of the land in Mpofana has the potential for rural farming, with products set for the international market. Mooi River is a small town that germinated from a small farm and then, later, became the principal node of the Mpofana Municipality when a railway line linking Durban with Johannesburg, as well as the Drakensberg Mountains, was established in order to cater for the needs of the farmers in the area. This suggests that Mpofana has great potential for development through tourism.Cities/Towns: Mooi River Topographically the study area is characterised by high-lying, gentle to moderate sloping ridge areas (where the majority of informal dwellings are currently located). The ridges are flanked by moderate to steep hillsides and the site drains to the southeast via naturally occurring drainage lines.
The objective of this project is to develop 7500 in-situ rural housing units (as Phase 1 of the identified needs) within the existing study area (where residents already have existing land rights), outside of any identified 32m buffer areas.
The development of services will be limited to a JoJo water tank and gutters at each housing unit for rainwater harvesting and a VIP toilet
The intention therefore is not to consolidate the relevant properties and formalize the sites but to merely get support from the registered Land Owners of the respective properties for the development of the planned 7500 housing units of Phase 1 on the relevant portions of land applicable to this rural housing project.
The Mpofana Local Municipality should embark on a process (due to the legislative requirements of the Municipal Systems Act no 32 of 2000, the Spatial Planning and Land Use Management Act no 16 of 2013 and the KwaZulu-Natal Planning and Development Act no 6 of 2008 - also called the “PDA”) to develop a new Land Use Scheme for the Villages within the municipality.
